From Arora Masur:

While choosing your alarm system, keep in mind the system is useless if the phone lines are compromised for any reason (many burglers are cutting them now). Cellular back-up is NOT good enough; they piggyback off the cell towers and could be kicked off any time. Choose a radio backup or primary system (for phones without landlines) that own their own network. The only product I know about is Tela-Link. Make sure to ask the dealer as they are more reliable and less expensive (by a couple hundred dollars) than cellular. Do your research and you'll be protected.
